Labour ComplianceThe Government of Sikkim, Tourism & Civil Aviation Department on August 29, 2026, issued an order providing for digitisation and simplification of tourism-related services, with the changes to take effect from September 1, 2026. The order aims to facilitate ease of doing business and transition tourism stakeholders towards online service delivery.

For registration of Hotels & Resorts, Bed & Breakfasts, Service Apartments, Holiday Homes, Home Stays and Restaurants, physical movement or submission of applications has been discontinued. Applications are required to be submitted and processed online through the Single Sign-On (SSO) portal. The Bank Receipt System is also discontinued for these services, with online payment gateway facilities to be used; where a physical application is received, designated staff will process it through the online mode. For Travel Agents, Adventure Tour Operators, Outdoor Photographers, Tourist Guides, Cooks and other services not yet available online, offline submission may continue, but the SBS Bank receipt system is discontinued and QR-code based payment receipts will be the sole proof of payment.

All concerned District Tourism Officers (DTOs) and Tourism Information Centres (TICs) have been directed to ensure strict compliance and facilitate the transition to digital payment and service-delivery mechanisms. The order is therefore primarily relevant to tourism establishments, tourism service providers and departmental officials, rather than government employees generally.
